Clifftop Lima, high Andean Cusco, and a visa built for pensions

Picture a morning on the Malecón in Miraflores, the Pacific below a gray-white sky, then hold the opposite image too: Cusco at clear altitude, stone streets warming under Andean sun.

Peru's draw for the American retiree is not subtle. The Rentista visa has a low permanent-income bar, foreign pensions are exempt for Rentista holders, and the lifestyle range is huge. The honest tension is safety discipline, climate, altitude, and the healthcare gap between Lima and Cusco.

And it isn't one answer. Lima is coastal, connected, food-obsessed, and medically strong. Cusco is cheaper, more dramatic, and much harder on the body at 11,150 ft.

Rentista (Retirement / Permanent Income) Visa

Peru's Rentista visa is one of the cleaner pensioner routes in this set. It is built around permanent monthly income and, once granted, resident status has indefinite validity.

Single applicant
At least US$1,000/month in permanent income.
Couple
Add US$500 per dependent, so about US$1,500/month for a couple.
Residency rule
Indefinite validity once granted, but more than 183 days abroad in any 365-day period can cancel it.

Permanent means pension, Social Security, lifetime annuity, royalty, or dividend stream. Remote work, rental income, capital gains, and interest are the trap doors.

Taxes. Identical to elsewhere in Peru: tax residents (183+ days in a 12-month period; effective the following Jan 1) are taxed on worldwide income, but Rentista holders' foreign pensions are specifically exempt from Peruvian tax. Other foreign income (e.g. investments) can be exposed once domiciled. There is NO US-Peru tax treaty and no totalization agreement; US citizens file US returns and use the Foreign Tax Credit to avoid double taxation. Lima coast

Miraflores, San Isidro, and nearby Barranco give you clifftop parks, restaurants, English-friendly private care, and the best US connectivity in Peru. The trade is traffic and months of grey garúa.

Cusco & the Andes

Cusco is cheaper, more historic, and more physically demanding. It gives you Inca-and-colonial streets, markets, and Sacred Valley access, but altitude and medical evacuation are the core trade.

You have qualifying pension or Social Security income; you want strong value, major culture, and a clear Rentista path; and you can choose between Lima's medical strength and Cusco's mountain beauty with open eyes.

Look elsewhere if

You need sunny winters, cannot tolerate altitude, refuse strict taxi habits, need top healthcare outside a capital, or rely on rental or remote income for the visa.
