The honest starting point

A stone town on a blue bay, with the hard parts in plain sight

Montenegro pulls you in with drama and price. A couple can live well in Kotor for far less than most of coastal Europe. The honest trade is that residency now favors buyers, healthcare is basic, and winter on the bay is much wetter than the postcard suggests.

And it isn't one answer. Kotor is the medieval heart, while the wider bay gives you marinas, quieter villages, and a small international scene. The setting is grand; the infrastructure is still modest.

Trade-offs

The trade-offs, named plainly

Montenegro can be a strong fit. It still asks you to weigh real things — money, healthcare, climate, distance, and the paperwork.

Residency got harder. Since Jan 2026, the property-based path requires at least €150,000 in tax-assessed real estate, and there is no dedicated retiree visa.

Healthcare is basic locally. Kotor can handle routine care and emergencies, but complex cases usually mean care elsewhere in Montenegro or abroad.

Montenegro is outside the EU and Schengen. This does not give you EU mobility, and time here does not build toward EU residence.

There is no US-Montenegro tax treaty. Low local rates help, but Americans still need cross-border tax advice.

Winter is wet and windy. The bay gets about 55 inches (1,390 mm) of rain a year, with December the wettest month.

Summer changes the town. Cruise crowds, taxi overcharging, port prices, and 20-40% seasonal cost spikes are part of the deal.

Montenegro does not offer a clean retirement visa. The practical route for many long-stay retirees is temporary residence through qualifying property ownership, renewed annually.

This is a lawyer country, not a paperwork-on-autopilot country. Confirm the current means route before you sign anything, because the pure passive-income path is not clearly published.

Taxes. Montenegrin tax residents (>183 days or center of life) are taxed on worldwide income, but rates are low and flat-ish: 0% on monthly gross up to ~€700, 9% from ~€701-1,000, and 15% above ~€1,000 (so most pension income lands at 9-15%). Critically, there is NO US-Montenegro tax treaty — Americans can't lean on treaty relief and instead rely on US foreign tax credits to offset, while still filing and owing US tax on worldwide income as US citizens. The absence of a treaty adds complexity and some double-tax risk on certain income types. Get cross-border tax advice; we are not tax advisors.

Healthcare

Care, plainly

Kotor covers the basics. The public hospital handles emergencies and core specialties, and private clinics around the bay can give quick diagnostics and English-speaking doctors. Serious or unusual care means leaving town.
