Dollarized Andean mornings, low budgets, and a colder kind of spring

Picture a morning in the highlands. Church bells, wet stone, a market basket heavy with fruit, and clouds sitting low on the mountains. In Cuenca you walk the colonial center with a sweater in your bag. In Quito the volcanoes keep watch. In Vilcabamba, the valley moves slower.

Ecuador's appeal is obvious on paper and felt in the body: the US dollar, very low monthly budgets, a low pensioner visa floor, mild Andean weather, and a large retiree community in Cuenca. The tension is access and risk. The highlands are safer than the national headlines, but healthcare, flights, altitude, and taxes all need careful handling.

It's not one Ecuador. Cuenca is the soft landing. Quito is the big-city healthcare and airport answer at 9,350 feet. Vilcabamba is the tiny, cheap, scenic valley for healthy self-starters. The right fit starts with altitude, not beaches.

Compare the cities

Comfortable couple budgets are among the lowest in the Americas: Vilcabamba is the lean rural option, Cuenca stays modest with a larger expat base, and Quito costs more in exchange for hospitals and flights.

Visa & residency

AS OF 2025–26
Pensioner / Retirement Visa (Visa de Jubilado / Rentista — pensioner category)

Ecuador's pensioner and rentista routes are low-threshold income visas tied to the country's basic salary. They are attractive because Ecuador uses the US dollar and the monthly bar is modest.

Primary applicant
$1,446/month, set at 3x Ecuador's $482 basic salary.
Couple
Add about $250/month for a dependent spouse, or roughly $1,696/month total.
Term
Temporary residency is valid for 2 years, with a path toward permanent residency.

The income floor resets when the basic salary changes. Pensioner status needs lifetime pension or Social Security documentation; rentista can fit recurring passive income.

Taxes. IMPORTANT and widely misreported: per PwC, Ecuador taxes tax-RESIDENTS on WORLDWIDE income (not purely territorial), with residency triggered at >183 days/yr; progressive rates to 37%. Many expat blogs wrongly call it "territorial." In practice a foreign-tax-credit mechanism exists and Ecuador has not aggressively pursued foreign pensioners, but the de jure exposure on foreign pensions/SS is real — get professional advice. No US–Ecuador income tax treaty and no Social Security totalization agreement (only a 2021 info-exchange/TIEA). US citizens still file US returns; use the Foreign Tax Credit to avoid double taxation.
Climate & regions

The regions at a glance

The right shortlist depends less on the country and more on the region — climate, altitude, flights, and the medical ceiling.

Cuenca

The classic retiree landing: walkable UNESCO center, large expat community, low budget, cool damp nights, and a long trip back to the US.

Quito

The capital choice: stronger private hospitals, better US flights, huge culture, and serious altitude at about 9,350 feet.

Vilcabamba

A scenic, ultra-low-cost valley for healthy, self-sufficient retirees who can live with basic local care and a remote travel day.

Fit

Who Ecuador is right for — and who should look elsewhere

Fits you if

You want a dollarized, low-budget Andean life with mild days, walkability, and a real chance to stretch Social Security; you are willing to learn Spanish, test altitude before committing, and choose your city around healthcare and flights.

Look elsewhere if

You need beach warmth, direct and frequent US access, low altitude, simple tax answers, or top specialist care near a rural home. Ecuador is a strong fit for patient highland people, not for retirees who need easy logistics.
