Picture sunrise on Rizal Boulevard, a sea breeze off the water, and a university town already awake. Breakfast is cheap, everyone switches to English without drama, and the afternoon can be a scooter ride, a dive boat, or a quiet cafe.
Dumaguete is compelling because the basics are easy: low cost, English, friendly social life, an active foreign-retiree scene, and a real retiree visa. The hard part, especially for Americans with family stateside, is distance and medical ceiling.
Scale matters. Dumaguete can be a wonderful base, but it is not Manila or Cebu. It is a smaller Negros Oriental town where serious cases travel.

Visa & residency
AS OF 2025–26The Special Resident Retiree's Visa is the main reason the Philippines is simpler on paper than much of Asia. It is deposit-based rather than income-tested — a qualifying pension simply lowers the deposit — and it grants indefinite multiple-entry residence.
The SRRV Classic deposit can later be converted, with approval, into a condo purchase or long-term lease. Minimum age was lowered to 40 in the September 2025 reform.
