Malaysia My Second Home (MM2H) — Silver tier (also Gold/Platinum)
AS OF 2026

MM2H no longer tests your monthly income. Since the 2024 relaunch, the entry-level Silver tier (age 25+, 5-year renewable pass) is a capital test: place a USD 150,000 fixed deposit in a Malaysian bank, then buy a home worth at least RM 600,000 (roughly $150,000) within 12 months of approval and keep it for 10 years (you may trade up, not sell down). Up to half the deposit can be released after approval toward that home, medical care or schooling. No minimum stay once you are 50 or older (under 50: 90 days a year, which dependants can cover). Spouse, dependent children and parents ride on the same pass with no extra deposit; the one-off fee is RM 1,000. Gold (USD 500,000 deposit, RM 1 million home, 15 years) and Platinum (USD 1 million, RM 2 million, 20 years) sit above. The old RM 5,000-a-month income route is gone, which is why the ease rating is low: you need six figures free to lock up, not a pension statement. What living in George Town (Penang) is actually like

Healthcare

A standout strength and a regional medical-tourism hub. Gleneagles Penang, Island Hospital, and Penang Adventist offer JCI-level care with English-speaking, often Western-trained doctors. GP visit ~$8-27, specialist ~$25-55; many expats self-pay and skip insurance for routine care. Nearest truly world-class tertiary care is on-island or a short hop to Kuala Lumpur (and Singapore for the most complex cases).

Climate

Hot and humid year-round, ~75-92F with no cool season; high humidity, monsoon downpours, and occasional regional haze. A/C is essential and adds to utility bills. No seasonal relief for those who want crisp autumn weather.

Safety

US State Dept Level 1 ("exercise normal precautions") for Malaysia as of Feb 2026; only eastern Sabah (far away, on Borneo) carries a Level 2 kidnapping carve-out — irrelevant to Penang. Numbeo (2026) puts George Town's crime index ~25 / safety ~75, and Penang is consistently rated Malaysia's safest state. Main risks are petty theft, motorbike snatch-thefts, and chaotic traffic, not violent crime.

Expat community

Established, easy-to-plug-into expat scene, heavy on retirees and long-stayers, concentrated in Tanjung Bungah, Tanjung Tokong, Gurney Drive, and heritage George Town. Active clubs and social groups; English-language daily life is the norm. Sizable but not as massive as Chiang Mai or the Algarve — more of a comfortable mid-size community than a sprawling expat bubble.

Getting back to the US

No direct flights to the US. Realistic door-to-door is ~22-28 hours: typically a short hop to Kuala Lumpur (or Singapore), then one long-haul via an Asian or Gulf hub (e.g., Doha, Dubai, Tokyo, Taipei, Hong Kong) to the US West Coast. Long, multi-stop, and tiring — a real drawback for retirees who want to see US family often.

US taxes abroad

Effectively territorial for retirees: foreign-source income (pensions, Social Security, dividends) is generally NOT taxed by Malaysia, and a blanket foreign-source-income exemption runs through 2036 (conditions apply). No US-Malaysia income tax treaty exists, so there's no treaty relief — US citizens still file with the IRS on worldwide income; a FATCA agreement is in place. No double-tax disaster in practice since Malaysia largely leaves foreign income alone, but get advice on any Malaysian-sourced income.

The ledger

George Town (Penang), weighed both ways

What’s good

  • +World-class, affordable healthcare with English-speaking doctors (major medical-tourism hub)
  • +Excellent English everywhere — Malaysia ranks #1 in Asia on the EF index (2025), so no language barrier
  • +Very safe by global standards; Malaysia is State Dept Level 1 and Penang is the country's safest state
  • +Outstanding, cheap food culture (George Town is a UNESCO-listed street-food capital)
  • +Low cost of living — a couple can live comfortably around $2,000-2,500/mo including rent
  • +Walkable, characterful heritage core plus modern beachfront condos with pools and gyms
  • +Foreign pensions and Social Security generally not taxed by Malaysia
!

Worth weighing

  • Relentless tropical heat and humidity with no cool season; A/C dependency and occasional haze
  • MM2H now locks up a USD 150,000 fixed deposit (Silver tier) plus a RM 600,000-minimum home purchase; there is no income-only route anymore
  • Very far from the US — no direct flights, 22-28h of multi-stop travel each way
  • No US-Malaysia tax treaty, so US citizens get no treaty relief on the US side
  • Traffic and motorbike-heavy roads; petty theft and snatch-thefts are the main day-to-day risks
  • It's a humid, traffic-y small city, not a tranquil town — light sleepers and heat-haters should think twice
  • Rising property prices and growing popularity are nudging costs up in expat-favored areas

We updated George Town (Penang)'s visa data — the retirement route no longer sets a monthly income requirement.
Sources
Cost figures triangulated from Numbeo (George Town, dated May 2026), Expatistan (Georgetown/Penang, dated Jun 2026), and multiple 2026 expat guides; sources cluster around $470-780/mo excl. rent for a single and ~$1,800-2,500/mo all-in for a couple — $2,400 chosen as a comfortable (not bare-bones) couple figure for George Town, which runs pricier than smaller Malaysian towns. Numbeo crime/safety pulled from search snippet (direct page fetch was rate-limited) but consistent with State Dept Level 1 and Penang's "safest state" reputation. VISA terms reflect the 2024 MM2H relaunch (Silver/Gold/Platinum tiers) as published on MOTAC's mm2h.gov.my category pages (last updated 10 Feb 2026; checked 6 Sep 2026): Silver = USD 150k fixed deposit plus a RM 600k-minimum residence, with no monthly income floor (hence the 0 income figure); MM2H terms have changed repeatedly — verify with official MM2H sources before acting. Tax treatment of foreign-source income is currently favorable but rests on an exemption scheduled through 2036 with conditions — confirm with a cross-border tax advisor. Penang has no state-level MM2H variant of its own; the regional program with separate rules is Sarawak's S-MM2H, which does not apply to Penang.
